The Town Manager transmitted to the Town Council a final memorandum establishing the composition, selection process, and other specifics for the Local Comprehensive Planning Committee. The Town is now accepting applications for participation on the Local Comprehensive Planning Committee now through February 21, 2022.

The development of the Local Comprehensive Plan will be steered by a Local Comprehensive Plan Committee (LCPC). The purpose of the Committee is to better facilitate and communicate the planning process, and engage the greater community in the planning effort.
The Town is seeking volunteer members for this important committee.
Selected members will be asked to participate in a two-phase process that will take place over the next two years, with regular meetings (virtual and/or in-person) with the Committee and the community. A committee member should expect to commit to a minimum of monthly evening meetings during that time. The Committee will be responsible for establishing the planning process, including the public engagement plan, and developing and recommending a draft Local Comprehensive Plan to the Town Council. The Committee will be supported by Town staff and an outside planning consultant, as directed by the Town Manager.

The Town of Barnstable is in the process of updating the Town’s Local Comprehensive Plan (LCP). A Local Comprehensive Plan sets out a vision for growth and development, land use, infrastructure, and resource protection for the community. It will include a targeted action plan to guide future policy decisions and resource allocation.
The Town last updated its LCP in 2010; significant changes to capital infrastructure plans, as well as the need to address a housing crisis and the impacts of climate change are propelling the need for widespread public engagement and an updated plan.
The Town is approaching this LCP Update in two phases. The first phase will be a Town-wide community visioning process. The objective of this process is to create a statement that expresses our community’s shared values for future growth and development, and resource protection. Community data, history, and existing conditions information is being developed as an educational tool for participants in this process. The second phase of the LPC will be the development of topic-specific and location-specific land use goals and a strategic action plan for achieving the community’s vision.
The Town of Barnstable is seeking to develop its plan in accordance with the Cape Cod Commission’s (CCC) regulations for Local Comprehensive Plan development. Municipalities on Cape Cod develop plans in accordance with these regulations in order to pursue certification of their plans by the Commission. The Commission’s LCP Regulations (developed pursuant to the CCC Act) require specific plan elements including a Vision Statement; an existing conditions overview; planning and land use goals consistent with the 15 goals identified in the Cape Cod Regional Policy Plan and a targeted action plan. The Commission’s LCP regulations require the plan to be approved by the Town’s Planning Board and Town Council, in addition to certification by the Commission.
The Town will appoint a Local Comprehensive Planning Committee to guide development of the plan (to be appointed by the Town Manager, with membership ratified by the Town Council). Staff from the Town will provide technical support for development of the plan. These members will act as “citizen planners” and together seek citizen input and expert advice in creating a vision for the future of our community.
Community Presentation: Introduction to the Barnstable Local Comprehensive Plan UpdateThe first phase of the Local Comprehensive Planning process will be a community visioning effort. The formulation of a vision statement is an effort intended to unify Barnstable’s villages around a publicly-developed, consensus-based statement for future growth, development, and resource protection. Village-specific input will be an important part of the process. In addition to addressing town-wide issues, examining the character of the seven villages, planning to preserve their individual character, and identifying village-specific focus areas will be important aspects of the local comprehensive planning process.
The selected consultant and staff will work with the LCP Committee and staff to develop and implement a civic engagement plan for the visioning process. Community outreach efforts will engage Barnstable residents of all ages, both seasonal and year-round, as well as property owners, and other stakeholders. Input will be collected from residents of all seven villages, including their civic associations, and well as from less traditionally represented groups.
